BBSSL expands seed distribution network in Bihar through cooperative societies

The Bharatiya Beej Sahakari Samiti Limited (BBSSL) does not currently have a formal branch office in Bihar but continues to operate in the state through a field official and an extensive cooperative network, the government informed Parliament on 21 July 2026.

NEW DELHI, 23 July 2026: The Bharatiya Beej Sahakari Samiti Limited (BBSSL) does not currently have a formal branch office in Bihar but continues to operate in the state through a field official and an extensive cooperative network, the government informed Parliament on 21 July 2026.

In a written reply to the Rajya Sabha, Union Minister for Home and Cooperation Amit Shah said BBSSL is conducting its seed business in Bihar through Bihar Rajya Beej Nigam Limited, the designated nodal agency for the state. Seed production and distribution activities are being coordinated with the nodal agency, local cooperative institutions and other stakeholders.

To strengthen the cooperative-based seed distribution system, BBSSL has supplied seeds of various crops directly to 20 cooperative societies in Bihar during the 2026–27 financial year.

The minister said BBSSL follows a farmer-centric pricing model to ensure remunerative returns for seed-producing farmers. Under this policy, farmers receive the highest of three prices: the Minimum Support Price (MSP) plus at least a 10% incentive on graded seed, the prevailing mandi market price, or the procurement rate offered by the concerned State Seed Corporation.

According to the government, this pricing mechanism guarantees assured procurement, protects farmers against market price fluctuations and rewards them for meeting the higher quality standards required for seed production.

The initiative is aimed at strengthening the cooperative seed ecosystem while improving farmers' access to quality seeds and ensuring better income for seed growers across Bihar.
