ABIDJAN / Ivory Coast, 27 November 2025: The African Development Fund has approved a grant of USD 14.64 million to advance the second phase of the Programme to Strengthen Resilience to Food and Nutrition Insecurity in the Sahel (P2-P2RS). The decision was taken by the Fund’s Board of Directors in Abidjan on November 21.
The additional financing, drawn from the Climate Action Window — the African Development Bank Group’s dedicated climate-focused mechanism — aims to bolster adaptation capacities across Sahelian communities facing escalating climate-related shocks. The initiative combines two approaches: expanding climate-smart villages around hydro-agricultural infrastructure and improving access to reliable climate information to support local decision-making.
A significant component of the project focuses on strengthening the regional seed system. This includes disseminating resilient, high-yielding seed varieties, updating the Regional Catalogue of Species and Varieties, establishing a business-to-business networking platform and enhancing seed multiplication capabilities within national agricultural research institutions and private seed companies. The effort seeks to ensure consistent availability of improved varieties within climate-smart villages. The programme also prioritises capacity-building for women and youth to enhance local participation and economic resilience.
The grant further supports improvements to climate data collection and impact monitoring. It will upgrade observation networks, expand real-time data availability and establish an integrated digital platform for data collection, management and dissemination. A regional system for monitoring loss and damage will also be developed, including standardised reporting frameworks and a multi-scale digital platform for consolidated information management.
In total, the Climate Action Window grant will cover 30 municipalities across Sahelian countries and facilitate the creation of 60 climate-smart villages. Officials said the intervention is designed to reinforce long-term community resilience and mitigate the recurrent impacts of climate extremes in the region.
