NEW DELHI, 22 July 2026: Odisha has 8,667 registered cooperative societies, of which 8,063 are functional, according to the National Cooperative Database (NCD), the Centre informed Parliament on Tuesday.
In a written reply to the Rajya Sabha, Union Home and Cooperation Minister Amit Shah said the Centre has undertaken several initiatives to strengthen the cooperative sector in Odisha, including the computerisation of Primary Agricultural Credit Societies (PACS).
Under the Central Sector Project for PACS Computerisation, Odisha joined the programme in 2025. A total of 4,240 PACS in the state have been sanctioned for computerisation under a common Enterprise Resource Planning (ERP)-based national software platform. The Centre has provided INR 25.07 crore for the project, including INR 18.07 crore in 2025–26 and INR 7 crore in 2026–27.
The project, initially launched in 2022 for 63,000 PACS, has since been expanded to 79,630 PACS nationwide with a revised outlay of INR 2,925.39 crore. It aims to digitally integrate PACS with NABARD through State Cooperative Banks and District Central Cooperative Banks.
The minister also said the National Cooperative Development Corporation (NCDC) has cumulatively disbursed INR 3,352.03 crore for cooperative sector development in Odisha as of June 30, 2026.
The Ministry of Cooperation has launched several reforms since its establishment in July 2021 to promote the vision of "Sahakar-se-Samriddhi", including strengthening primary cooperatives and cooperative banks, income tax relief for cooperatives, revival of cooperative sugar mills, establishment of three new national multi-state cooperative societies, creation of the National Cooperative Database, formulation of the National Cooperation Policy, and setting up of the Tribhuvan Sahkari University.
The government is also encouraging Primary Agricultural Credit Societies (PACS), dairy and fisheries cooperatives to diversify into multipurpose cooperative societies to improve financial sustainability and expand business opportunities, while a Cooperative Rehabilitation, Reconstruction and Development Fund has been established to support the revival of sick multi-state cooperative societies.
