Bihar pushes fish farming with 70% subsidy on ponds

Bihar launches MSCVY scheme to boost aquaculture. Farmers get up to 70% subsidy to develop fish ponds on barren land. Apply before August 31, 2025.

PATNA, 24 June 2025: In a major move to boost aquaculture and rural livelihoods, the Bihar government has rolled out the Mukhyamantri Samekit Chaur Vikas Yojana (MSCVY)—a flagship scheme offering up to 70% subsidy for land-owning farmers to build fish ponds on barren or underutilized land.

Launched under the “Seven Resolves-2” programme, the scheme aims to convert low-lying waterlogged lands (chaurs) into thriving fish farms, offering new economic opportunities for farmers struggling with non-arable land.

The scheme is being implemented by the Animal and Fisheries Resources Department, and will provide support through two models: beneficiary-based and entrepreneur-based pond development.

Three Aquaculture Models Under MSCVY

The scheme features three cost models for one hectare of land:

  • Two ponds: INR 8.88 lakh estimated cost
  • Four ponds: INR 7.32 lakh estimated cost
  • One pond + land development: INR 9.60 lakh estimated cost

Farmers from Extremely Backward Classes (EBCs), Scheduled Castes (SCs), and Scheduled Tribes (STs) are eligible for 70% subsidy, while entrepreneurs can receive 40%, and other general categories can avail 50% of the cost.

The total budget allocation for the scheme in FY 2025-26 stands at INR 29.72 crore.

Scientific Land Selection and Construction

To ensure effectiveness, site selection is based on flood level assessments and natural drainage pathways. Inlet and outlet points are adjusted accordingly, and dams are reinforced to withstand seasonal fluctuations.

Step-by-Step Guide: How to Apply

Interested farmers and agripreneurs must apply online via the official fisheries portal by August 31, 2025.

Registration Process:

  • Visit the website and click on “Applications are being invited…”
  • Select “Registration for Fisheries Schemes”
  • Choose “Individual”, fill in caste, name, address, DOB, and bank details
  • Verify using the OTP sent to your 10-digit mobile number
  • Receive a Registration Number and Password

Application Process:

  • Log in with your credentials
  • Go to “Application Form” under the scheme name
  • Fill in personal, land, and financial details
  • Upload documents: Aadhaar, photo, land records, caste certificate, etc.
  • Submit and download the receipt

Required Documents:

For Individual/Group Farmers:

  • Two passport-sized photos
  • Aadhaar card
  • Caste certificate
  • Consent letter (for groups)
  • For Entrepreneurs:
  • Company registration certificate
  • Audited financials (3 years)
  • ITRs and GST details
  • Fisheries training proof
  • Land ownership/lease documents

Why This Scheme Matters

Many farmers in Bihar have been unable to utilize chaur land, which is unsuitable for traditional crops. This scheme tackles that issue head-on by incentivizing fish pond construction with heavy financial support.

Besides boosting fish production, MSCVY encourages integration with horticulture, agro-forestry, and animal husbandry, thereby diversifying farmer income streams.

Officials say the move will increase rural employment, promote sustainable land use, and contribute to Bihar’s vision of self-reliant agriculture.
