NEW DELHI, 17 August 2026: The Government of India is working with States and agricultural research institutions to develop agro-climatic agricultural roadmaps aimed at improving farm productivity, profitability, resource-use efficiency and climate resilience while tailoring agricultural development to local conditions.
According to the Ministry of Agriculture and Farmers Welfare, Agricultural Action Plans have been initiated for Assam, Goa, Maharashtra, Uttarakhand, Tamil Nadu, Andhra Pradesh and the Andaman & Nicobar Islands.
The initiative is being developed through consultations with State governments and other stakeholders to ensure that agricultural planning reflects the specific characteristics and requirements of individual regions.
Agriculture planning based on local conditions
The proposed agricultural roadmaps are designed around agro-climatic regions, natural resource availability, climate risks, technological opportunities and farmers' needs.
Rather than adopting a uniform approach across the country, the framework seeks to identify agricultural priorities based on factors such as local soil and water resources, climatic conditions, existing farming systems and the potential for new technologies.
The roadmaps are being prepared collaboratively by the Indian Council of Agricultural Research (ICAR), Department of Agriculture & Farmers Welfare, ICAR institutes, State governments, State Agricultural Universities and agricultural experts.
This collaborative approach is intended to provide technical validation while ensuring that the recommendations remain aligned with State-level priorities.
Focus on productivity, profitability and resource efficiency
A major objective of the roadmaps is to improve the economic performance of agriculture and allied activities.
The framework seeks to:
- Increase agricultural productivity
- Improve farmers' profitability and income
- Promote efficient use of land, water and other resources
- Strengthen climate resilience
- Encourage appropriate technological interventions
- Improve self-sufficiency in agricultural and allied commodities
- Create additional rural employment opportunities
- Support sustainable agricultural growth
The approach also recognises that agricultural priorities can differ substantially between regions. Technologies and production systems that work effectively in one agro-climatic zone may not necessarily be suitable for another.
Linking science with State agricultural planning
The roadmaps are intended to serve as a broad policy framework rather than a rigid national prescription.
States and Union Territories may use the guiding principles while preparing their annual action plans under different agricultural schemes.
This could allow State governments to align existing programmes with locally identified priorities while drawing on research and technical expertise from ICAR and agricultural universities.
For example, areas facing water stress could prioritise water-efficient irrigation and drought-resilient crops, while regions with different resource conditions could focus on diversification, horticulture, livestock, fisheries or other suitable agricultural activities.
Climate resilience becomes central to planning
Climate resilience is another major component of the initiative.
With Indian agriculture increasingly exposed to changing rainfall patterns, temperature fluctuations, droughts, floods and other climate-related risks, the government is seeking to integrate resilience into agricultural planning rather than treating it as a separate intervention.
The roadmaps therefore consider agro-climatic conditions and natural resource endowments alongside technology and farmer requirements.
Seven States and UTs in initial planning
Agricultural Action Plans have so far been initiated for:
- Assam
- Goa
- Maharashtra
- Uttarakhand
- Tamil Nadu
- Andhra Pradesh
- Andaman & Nicobar Islands
The experience from these initiatives could provide a framework for wider adoption of region-specific agricultural planning.
A shift towards location-specific agriculture
The agricultural roadmap initiative reflects a broader shift in India's agricultural policy towards data-, science- and location-based planning.
Its success, however, will ultimately depend on how effectively recommendations are translated into field-level programmes, how closely they reflect farmers' economic realities and whether technologies and investments are matched with local water, soil, climate and market conditions.
If implemented effectively, agro-climatic roadmaps could help States move from a largely scheme-driven approach towards integrated regional agricultural planning, with productivity, farmer income, resource conservation and climate resilience considered together.
