Stable fertilizer prices, organic push strengthen farmer support

Government keeps urea and DAP prices stable, ensures fertilizer supply, and promotes organic and balanced nutrient use.

NEW DELHI, 20 December 2025 : The Government of India is ensuring price stability, adequate availability of fertilizers, and sustainable nutrient management to safeguard farmer incomes and agricultural productivity. The maximum retail price (MRP) of urea has remained unchanged since 2018, while the MRP of DAP has been constant for three consecutive years (2023–24 to 2025–26). To maintain these stable prices, the government is bearing the subsidy burden on urea and Phosphatic & Potassic (P&K) fertilizers.

Urea subsidy expenditure fluctuates based on natural gas prices, raw material costs, and international import prices. Under the P&K subsidy scheme, a fixed subsidy amount is determined annually or bi-annually and extended to notified fertilizers, providing predictability to farmers despite global price volatility.

To ensure timely fertilizer availability, the Department of Agriculture and Farmers Welfare (DA&FW) assesses state-wise and month-wise fertilizer requirements ahead of each cropping season in consultation with State Governments. Based on these projections, the Department of Fertilizers supplies adequate quantities to states. Distribution of major subsidized fertilizers is tracked through the Integrated Fertilizer Management System (iFMS), supported by weekly review meetings and coordination with manufacturers and importers.

The government has also notified alternative fertilizers—including organic fertilizers, bio-fertilizers, nano fertilizers, de-oiled cakes, and organic carbon enhancers—under the Fertilizer Control Order, 1985, ensuring quality and supply diversification.

Organic farming is promoted through PKVY and MOVCDNER, offering financial assistance of up to ₹31,500 per hectare and ₹46,500 per hectare respectively over three years. Balanced fertilizer use is further encouraged under the Soil Health Card Scheme, under which 25.61 crore SHCs have been issued since 2014–15, alongside extensive farmer training and demonstrations.
